Implementation of basic drug system covered in cross-ministerial document, GBI

Nine ministries formulated and released the `Implementation Opinion on Setting up the National Basic Drug System' August 18, according to www.gov.cn. The document includes the following key points:
1. The National Basic Drugs Working Committee will be in charge of all decisions regarding the implementation of the national basic drug system. Operations will be conducted at the Ministry of Health.
2. Provincial governments should determine the qualification criteria for manufacturers that wish to produce national basic drugs, and operate online drug tendering processes to select which qualified drug manufacturers will produce basic drugs.
3. The National Development and Reform Committee will formulate drug guiding prices and provincial governments may adjust the price within a specified range.
4. Grassroots medical institutions should use and stockpile all basic drugs and adhere to the zero mark-up price policy. At the initial stage, grassroots medical institutions should report all non-listed drugs in use to the National Basic Drugs Working Committee. Other medical institutions should use basic drugs as their first choice.
5. All national basic drugs should be included on the national reimbursement drug list with a higher reimbursement rate than other drugs.
6. In 2009, 30% of the grassroots medical insurance should implement the basic drug system. In 2011, a sound national basic drug system should take shape and be established by 2020.
