MOH drafts blueprint for resource allocation in new medical system, GBI

The Ministry of Health (MOH) issued the `Principle for the Allocation of Medical Institutions' for public opinion and comment on August26, according to Xinhuanews.com.cn. The document aims to reallocate and adjust medical institution type and positioning across all levels of medical the medical system.
The document indicates that hospitals with low utilization rates should be narrowed in scale or be reorganized/combined with other medical institutions; hospitals planning expansion should take bed occupancy rates and daily patient flows into consideration. Meanwhile, the allocation of nursing and medical devices resources should be based on patients' medical need, expected usage, and disease type and severity.
A clear system of medical institutions will be built: County hospitals will be leaders among grassroots medical institutions in rural areas, with village health rooms serving as the system's foundation. Community health centers, general hospitals, and specialized hospitals will be the core of the urban healthcare system, while outpatient department and clinics will play supplementary roles.
Finally, the document also pledges to develop hospitals such as convalescent and chronic disease hospitals as step-down facilities for appropriate patients prior to discharge, and that equal attention will be given to both western drug and traditional Chinese medicine (TCM) hospitals.
