Hainan releases online drug procurement plan- wholesalers, nonGMP/GSP not needed, GBI

Hainan Province recently released the `Implementation Plan for Medical Institution Drug Online Centralized Procurement', according to www.hc360.com.Drugs used in medical institutions, excluding regulated drugs and unformulated traditional Chinese medicines (TCM), should all be included in Hainan's Centralized Procurement Drug List. National Essential Drugs are also included, but will undergo procurement in accordance with essential medicine system requirements.
Hainan has divided drugs on the Centralized Procurement Drug List into two categories: drugs afforded exemption from bidding as well as maximum pricing requirements, and drugs that will undergo bidding and be set with a maximum price. The first category is reserved for all blood products, as well as for expert committee-approved affordable and irreplaceable drugs, and drugs needed during emergencies.
Manufacturers of drugs classified in the first category may determine the price of their drugs so long as they are no more than 85% of the provincial government's guide price. Manufacturers with drugs that fall into the second category must undergo bidding to determine which suppliers will be chosen to provide the drug (up to a maximum of eight manufacturers).
To reduce the role of intermediaries in drug distribution, only manufacturers (or level-one agents for imported drugs) are allowed to participate in the tendering process. Wholesalers are no longer allowed to take part in tendering processes and are now limited to act as distributors for manufacturers. Furthermore, companies without Good Manufacturing Practice (GMP) or Good Supply Practice (GSP) certificates are not permitted to join the tendering process.
